Google told me that there are two connotations to the phrase “believe in”. One can “I believe in X” to assert that X is truth (e.g. X = flying spaghetti monster) or one can say it to assert they see value in X (e.g. X = democracy). So do these naysayers not believe that quantum computers will be built because such a thing cannot exist or do they not believe they will be useful even if they do exist?
