Citations may be a (very rough) approximation how many people have used your paper for their own research; Thus it is a (very rough) proxy how useful a paper is.
I am not sure what trackbacks would measure

It will measure how agitated the blogosphere is over your paper
I can think of a few papers already which deserve high trackback ratings from this point of view…
